Four wheel drive isn't locking in?

i have a 98 dodge ram 1500 4x4 and it isnt locking in 4 wheel drive the transfer case is locking in and the front axle is turning bt nt goin n 4 wheel.it ures vacuum to lock in.is there any way to see if it is the vacuum and is there a way to test the vacuum switches
